With the development of the socialist marketing economy, the market economicsystem of China continues to be improved, and the human resources, which used to beallocated by government’s plan, is turning to be allocated by the market. To adapt to thechanging market, our country has been gradually forming a multileveled and diversifiedservice system for human resources, which is structured by human resources serviceinstitutions at different levels under the government Human Resources and Social Securitydepartment as the main body, and other human resources service institutions assupplementary.At present, human resources service system in our country has achieved certainresults through continuous development. Diversified subjects of the system meetsdiversified service objects and different service requirements in social needs; the scale ofthe service is keep growing as well as the service types; the service mode has beenimproving every day in informatization and modernization; the macro-management by thegovernment to human resources service system is progressively enhanced. However, weshould also have a clear mind that the human resources service system is still in its primarystage and has many problems, such as the lack of sound law and policy support, and thedefective condition of the market economic system. Therefore, it is still a long way to gobuilding a satisfying human resources service system.Successful experience in Western developed countries have shown that to improvehuman resources service system, we need not only the government macro-control and theperfecting market system, but also unified policies and regulations as well as socialsecurity system. We must build the human resources service system according to ournational conditions. Meanwhile, the development of the human resources service system inone region reflects the economic conditions of that area. Therefore, this article emphasizeson elaborating the establishment of regional human resources service system, whichcontains the subject system and the security system. The subject system and the securitysystem are interdependent and interacted with each other. The article also brings up thesecurity measures of establishing regional human resources service system. First, as the subject of the system, the government should separate government regulation frommanagement, and strengthen the legal construction and social security system; and thebuilding of guild and market system should be enhanced to achieve a regional alliance ofhuman resources service systems.
