Study On Strategy About Constructing Quality Management System In Institutes Of CAS

Quality serves a vital role in the process of scientific research. And quality notonly affects the current researches, but also plays a role in future development.Institutes through the quality management system can conduct a more scientific andefficient management, can further improve the quality of the product, can objectivelyreflect the comprehensive scientific research ability of themselves, can finish the workbetter under the current market of such a competitive environment. Emphasizing theconstruction of quality management system is the entering point and a importantmeasure to strengthen the fundamental management of enterprises.Chinese Academy of Sciences (CAS) plays an important role in China, It can notonly promote the steady and rapid economic development, but also meet the nationalstrategic requirements. In the process of modernization of China, the CAS has beencommitted to the scientific research of many subjects, accumulated lots of experience,attained a variety of significant achievements, laid a solid foundation for theconstruction and development of new China. At this stage, of the rapid progress inscience development and the economic development at top speed and the unceasingenhancement of science and technology, CAS shoulders dual mission for the nationaldefense and economic construction and should not only keep the technical advantagebut also adapt to the competition of market economy. This historical situation putsforward higher and newer requirements on the quality system construction ofinstitutes of CAS.According to the characteristics of the sciences research of CAS, this paper tookthe performance of quality management system of Shenyang Institute of Automation(SIA) as an example, using individual cases analysis method, combining with theactual situation, proposed in-depth analyses and discussion on construction of quality management system. The three main problems existed in the quality managementsystem of SIA which ran for more than10years now was discussed. The first was theuneven personal quality awareness of scientific researchers; The second was the lackof decomposition among the execution of quality management system; The third wasthe shortage of internal supervision mechanism. The influence and detriment on thenormal operation of the quality management system was analyzed.In line with the responsibility and obligation of serving scientific researches,based on the relevant provisions of military and national specifications, the spirit ofexploration and innovation and the realistic situation, we proposed a series ofcountermeasures and suggestions of enhancing personal quality consciousness at alllevel, strengthening quality education and training work, making classificationgrading management system, performing excellent quality planning, establishing andperfecting internal supervise mechanism, carrying on continuous improvement. Thecountermeasures and suggestions we proposed can effectively address the loopholeswhich gradually exposed in the operation of quality management system in the yearsthat restrict scientific research work from working smoothly. An effective way tomake up for the loopholes in the process of quality management system and operationwas provided for the institutes of CAS.Therefore, we believe that only under the great attention of the main leadership,with continuous exploration, improvement, perfection and innovation in the work, canwe gradually form suitable quality management system and management mode for thedevelopment of institute of CAS, so as to improve the quality management level ofinstitutes of CAS constantly and promote the overall development and research abilityof institutes of CAS.
