It’s a challenge that telecom enterprises are faced with that how to implement on employee’s working attitude, innovative spirit and management system, especially the appropriate revolution of performance management which is corresponded with business organization. Based on the present situation and problems existing in the performance management system in Changsha Mobile, this article puts forward the proposed performance management system.Changsha Mobile establishes the new performance management system with KPI as the core and development strategy as the guidance which applies the KPI to performance management in the company closely and effectively avoids disjunction between performance management and the company’s strategic objectives so as to build the KPI performance management system in Changsha Mobile. This model includes three parts, the KP I target framework, departmental KPI and the position of staff KPI. KPI performance management system whose emphasis is the core effects of strategy in the performance appraisal is a challenging research and this system innovates the traditional concept of performance appraisal which treats control as the core. Through the application of KPI in the company’s performance management, we can change the performance management model which used qualitative indicators mainly in the past and effectively avoid disjunction between performance management and the company’s strategic objectives, improving the company’s performance management level. Finally, company must attach much more importance to the implementation of security system including scientific position analysis, corresponding compensation, rewards and punishment system, performance counseling, communication, establishment of a performance culture, staff training and development system and so on in order to ensure the effective operation of performance management system.This article has a positive significance on coping with the pressure of competition caused by telecom marketization, improving the enterprise’s core competitive ability and the level of performance management, exploring the reform direction of the human resources management in telecom enterprises and promoting the reform and development of local telecom enterprise.
