Land Supply Policy Research On Chang Sha

In recent years, China’s rapid urbanization process is accelerating,accordingly, the scale of city is expaning speedly also,but it will cause the city outskirts land reducing, the conflicts between people and land intensifying and the underutilized land within the cities is low. Thus, it causes the land expand blindly and existing a large number of idle land. That has caused a great waste of land resources.In the case of the problem intensying grapidly, land supply policy is put on the agenda.In China, land supply policy mainly regulated through the land supply, the land structure supply, idle land,land transfer system and other aspects of the regulation to achieve the whole purpose of the stable development of the land market. Over the years, Changsha is the major central city, it committes to complete the land supply, land structure supply, idle land transfer system etc, which attempt to reduce the waste of land resources and the balanced development of the land market, but the effect is far from the ideal state. Based on this, the paper start from the land supply policy which requires the basic concepts and theories.It review the development process of the state and land supply policy of Changsha and combines the basic overview of Changsha and the current estate market which uses the four-quadrant model and qualitative analysis to focus on the land supply policy on the real estate market. According to the previous theoretical and empirical validation verification, it excavated the poor coordination of Changsha land supply policy exist policy system, the provisional measures lack of long-term mechanism,land supply structure is irrational, lax enforcement, excessive idle land, the land transfer system is not perfect, etc. Finally, it put forward feasible suggestions from the practical view of Changsha:Establishing a scientific and rational flexible land supply plan;Reforming land supply structure and improving the small and medium sized ordinary commercial housing, shantytowns and affordable housing "three types of housing" in the proportion of the total land supply;Checking and disposaling of idle land, improve land use efficiency;Improving the land transfer system, etc.
