Land is one of the most important resources in a city. However, the practical situation in China is that the land is scarce compared with a huge number of people, especially that the number of cultivated land is very limited. China uses less than 10% of the global cultivated land to feed more than 22% of the whole population in the world. What's more serious, the limited number of cultivated land resource is still in decline. From 1996 to 2003, the national cultivated land in China decreased from 1.951 billion Mu to 1.851 billion Mu, which was reduced by 100 million Mu in only 7 years. At present, the average number of cultivated land per person in China is only 1.43 Mu, which is less than half of the world average number. In addition, the reservation of cultivated land is seriously lacked.At the same time, the urbanization process in China becomes faster and faster. Cities grow larger and larger, and the number of land use for construction also increases along with the urban development. In 1949, there were only 136 cities in China, the number of which increases to about 600 at the end of 2004. The population in urban areas in China has reached 400 million and the urbanization proportion increases to 42%. In the near future, there is no doubt that the urbanization level will keep on increasing. However, what accompanies with the acceleration of urbanization process is the decrease of land resource, which will make more cultivated land be used as the construction sites. As the use and administration of land resource isn't perfect, the problem of wasting land resource becomes more and more serious.Land supply is the first stage in the process of land use. So the issue of land supply should be firstly considered in order to solve the problems existing in using urban land resource, which can settle it from the headstream of the issue. Some governmental rules such as occasionally breaking off the approval procedure, can only maintain temporary stableness and prosperity while not resolve it from the foundation. To make the land market regular needs to control the supply of land resource while to adjust and control the real estate market should also start with ruling the"gate"of land supply.This dissertation can be divided into six chapters and consisted of four main parts.The first part (Chapter 1) serves as the introduction, which mainly introduces the research backgrounds, research methodology and main content, etc.
