Village is in the special conditions of China’s urban and rural two elements ystem, a kind of phenomenon due to rapid city, currently in the country,widely e xisting in the city. In recent years, the village in the construction,planning, mana gement, public security, fire protection, exposed many problems, caused the wid e attention of scholars, government and all circles of the society.
