With China’s economic development in recent decades, rare metals’ demand isbecoming more and more. The situation of domestic supply is not optimistic. The gapis increasingly sharp between supply and demand. As raw material, the production capacity of ore is limited and more rare metalsare distributed in brine of salt lake. But our rich brine-resource has not been basicallyutilized as an industrial scale. Brines contain more lithium, rubidium, cesium whichhave high economic value in use.Researches about utilition of rare metals focus on deposit evaluation, reservemanagement, application development. As well, researches about salt lake focus ondevelopment process, utilization, exploiting suggestions. For rare metals, there is nocorresponding appropriate development plan to guide industrial use. There are many salt lakes widespread in the Tibet Autonomous Region. Thenumber of salt lake area which is over1km2has been234. These salt lakes are rich ofrare elements. With the development process developing, rare metal resources of saltlake in Tibet are with huge potential.First, we need to evaluate exploitation conditions of salt lake to be rationalexploitation of rare metals. Considering water supply, transportation, storage,socio-economic factors of salt lake, establish evaluation system. Use entropy toprocess data and get the evaluation results.Based on the evaluation results in second part, classify salt lakes with researchlocation, topography, economic development, traffic conditions and other indicators.Guided by Sustainable Development, Growth Pole and Industry Cluster theory, formulate a suitable development program. Finally, put forward the safeguards aboutdevelopment and utilization of rare metals in brine of salt lakes.
