Zhejiang ocean location advantage obviously, economic basis and policy environment is good, but subject to science and technology lag and lack of talent, ocean resource consumption in the process of economic development, scientific and technological achievements conversion efficiency is low, land related industry needs to make up defects of single Marine industry development.Marine industry linkage development strategy is the inevitable choice of economic development in Zhejiang province.Based on sea and land industrial linkage mechanism is the breakthrough point, first by using the theory of industry associations from industry system correlation, factor mobility and internal factors of industry production, etc, analyzes the reason of sea and land industry linkage development, and expounds the sea-land linkage development form on the industrial layout and industrial structure. Secondly analyses the economic development of the Marine resources in Zhejiang province, mainly in the process of developing the Marine industrial development foundation and the restricting factors. And grey correlation model is set up internal connection of Marine industry and terrestrial industry in Zhejiang province empirical analysis, based on the empirical results in Zhejiang province to build the industry linkage development of the industrial chain, the land and sea in Zhejiang province and connecting with the Marine industry development planning, rational layout of the industrial chain.
