In addition, the increasingly complex human resource management spent most of the time human resources personnel. This greatly reduces the role of human resource management in the enterprise strategic decision-making, this situation precipitated by the human resource management outsourcing, human resources outsourcing core strategy is to work with the specialized human resources management for transaction processing "service center" work separated from the human resources department gradual shift from the traditional transactional department as a strategic sector, to promote human resources management is no longer just the traditional clerical staff to convert toward functional experts.Human resource management outsourcing is a business outsourcing strategy in a new area, is a way of helping enterprises to improve efficiency and gain a competitive advantage in the new management model.Small and medium enterprises play an important role in national economic development, its development caused widespread concern in the community. For Small and medium enterprises, human resource management outsourcing is an effective way to solve the problem of human resource management.This paper first describes the significance of the article, including human resource management outsourcing feasibility and importance, provides an overview of the theory of human resource management outsourcing, covering the research status specific to Small and medium enterprises. Secondly, it introduces the theoretical foundation of human resource management outsourcing, mainly the core competence theory, transaction cost theory, principal-agent theory and resource dependency theory.
