In the21st century, especially after Vietnam joined the WTO, the domestic enterprises are gradually integrated into a non-border economy and business environment of globalization, faced up with the increasingly intense competition in domestic and foreign enterprises. Therefore, the role of human resource management in the global competition is particularly prominent, which has become the core competitiveness of enterprise development. SME human resource management in Vietnam is still in the first phase of exploration, there are many serious problems, which not only affect the healthy but also the long-term development of SMEs. Therefore, researching the human resource management of SMEs and proposing countermeasures are significant and has far-reaching significance.This paper used a combination of theoretical approaches and practical case studies, especially SMEs in Vietnam Haiphong which are facing with various problems of the human resource management in the21st century, absorbed the latest research achievements in the country and abroad to study not only the new research situation but also the helpful, creativity human resources management experience, and how to propose competitive management strategies for SMEs’human resources.First, we discuss the meaning and process of development of human resources management, in order to clarify the important strategic position of human resources management in enterprises and help enterprises to gain competitive advantage.Secondly, combining theoretical basis of the previous chapter, using the questionnaire method and statistical analysis software such as SPSS, conduct in-depth research on the status of human resource management in small and medium enterprises in Vietnam Haiphong and the factors from the two areas as well as internal and external environmental which affect human resource management.Finally, based on studying the factors discussed above propose appropriate countermeasures for human resource management problems of SMEs in Vietnam Haiphong...
