It is almost30years since China initiated its reform on outsourcing college services to the independent service providers, which experienced three phases including start-up, exploring and dilemma. From the year of2005, the dilemma varies in different situations. Some are registered as independent legal entity which became a part of market-oriented economy, some plays the roles as logistics management department in their colleges, some has already changes their roles and the rest of them stay still and have no idea about their future. However, it is quite clear for us that we should ensure the healthy development and energetically promote the operation of higher education through outsourcing college services to independent service providers. Besides, it is also necessary to show our concern to educational and economic characteristics in this reform. However, it is still not clear about the visions, strategic plan and methods about this reform.This article takes B company as an example, the author analyzes the history and theory of reform on outsourcing college services to independent service providers, concludes the modes of colleges service outsourcing in western countries, gives a detailed introduction about this reform in Zhejiang province, especially focuses on B company. Through the research on catering and real estate management as well as the huge amount of statistics, this article gives the readers a vivid picture about the advantage and disadvantage, chance and challenge about B company, which puts forward strategic plan and business plan for B company by SWOT analysis and practical research.The study shows that the strategy implementation should highlight the core business, strengthen and expand catering, property and hotel business. It is important that with adjustment in mechanism, not only should we "bring in" business, but the company with its business should also "go out". Firstly, property and hotel business should rely on existing resources to develop itself at a quick pace and actively participate in market competition. The implementation of diversification strategy is strongly suggested, based on which businesses are able to gain quick access to logistic markets with brand advantage, and to provide the market with a whole package of logistic services in a way of copying as a whole. Furthermore, these businesses should work with related businesses to expand the upstream supply chain and business channels. Secondly, the company should stick to a low-cost strategy for its business management, which can be realized through optimizing process, reducing consumption, and emphasizing on effective management. Using advanced production equipment and production process and reducing manpower can also improve work efficiency, reduce energy consumption, and increase unit output. Thirdly, the company should moderately take the lead in the use of information technology and high-tech means for optimizing management and enhancing security. Making full use of resources and mature experience to collaborate on energy management contract, or BOT model, is able to avoid significant capital investment, improve hardware facilities, and improve faculty satisfaction and student satisfaction.The author has been in the position of logistics management for dozens of years in higher education and raises some reasonable proposals regarding reforms on B company, which will provide some guidance to the reform on outsourcing college services to independent service providers in other higher education schools.
