In order to effectively reduce traffic congestion, the Beijing municipal government formally issued The Interim Provisions of Vehicle Purchase Restriction in Beijing on December23,2010, which is called "the car purchase limitation" by the public. The policy brings a slow down in the growth of the number of motor vehicles and helps to reduce traffic congestion in Beijing. However, problems have come into occurrence as the policy operates. According to a survey, the public not only feels dissatisfied with its flaws but also doubts the process and the effect of the policy, which obviously is harmful to the implementation and execution of the policy and is not what the government expected.In the bid to better analyze the policy predicament and its cause, the author has constructed the decision-making system of car purchase limitation in Beijing by applying the Political system theory. What is more, the author, by analyzing some models, found out a few problems from this system as follows:(1)in the input section of the system, interior-input decision-making leads selective input mechanisms of the policy to lack the investigation and research of the people’s will;(2) that the government does not pay much attention to the pluralistic participation, which is caused by the closed conversion cored decision-making system impeding multi-participation and interaction;(3) the unbalanced system structure characterized by strong output but weak feedback leads to the result that the will of the people cannot be well taken into consideration and resolved. Accordingly, these problems are the cause of the public’s discontent.All of the analysis and discussion above are aimed at bringing forward solutions to solve these problems:(1) we should better improve the social structure-input mechanism in the input section into the system;(2) the government needs to build a open decision-making system in the conversion section of the system;(3) it is necessary to maintain the balance between the output and feedback section of the system. In addition, we should create the condition which makes people participate in the decision-making process more orderly and effectively. The decision-making process behavior of local governments will be promoted step-by-step with the increasing consciousness of service and responsibility of the government and people’s growing awareness of political participation.Finally, the conclusion of this thesis is not only confined to the decision-making system in Beijing, but also can be used for reference for other local governments. Mean while, what deserves to be mentioned is that we still need to learn from other political theories for remedying defects of political system theory because of few limitations of it to analysis the public policy-making process in China.
