A Study Of The Endowment Insurance In The Minority Areas

With the development of society and economy, especially the acceleration ofpopulation aging, Endowment insurance has become indispensable to social andeconomic development. In2009, the state decided to gradually implement the newEndowment insurance,which based on the previous experience of endowmentinsurance. Each area introduces many new Endowment insurance measures.“The newinsurance” promoted the development and implementation of social pension insurancein the rural areas, the level of pension insurance has been greatly improved. However,with the new social endowment insurance continue to work, A series of problemsincompatible with the social development have emerged. With the continuousdeepening of reform, Endowment insurance reform and improvement is imperative.In this paper, we chose the “underdeveloped”-Enshi as our object of study.Firstly, Enshi has got tremendous progress since the reform and opening up in thesocial and economic aspects,“Sannong” issue has been greatly improved, the incomelevel of rural residents has made great progress, those developments laid a solideconomic foundation and social environment. Secondly, the enormous populationpressure and aging problem have made the rural pension insurance to a criticaljuncture. thirdly, in2011,all of Enshi counties got into the new Endowment insurance,but the external environment does not meet the requirement of the design andmanagement of the system and the problem of the system, which is the key tolong-term development of the policy constraints.We found Enshi current new Endowment insurance’s needs and supply is notsymmetric through analysis and comparison. We found Endowment insurance choiceis generally low grade, the law is not perfect, the system itself is not designedperfectly, pension management aspects imperfections. In view of this, I believe thatthe reform of the new Endowment insurance is urgent, the mainly reform aspects arecomprehensive management reform and the system itself to promote the well-being ofpeople of this policy to benefit the stable development and to meet the object of“aging in place has raised” for the majority of urban and rural residents.
