Pasture land is the most important public resources on the grassland, its management brings direct impact to the pastoral area and the herdsman’s interest. The Pasture Land Contracting System is a fundamental policy made by the Chinese government to manage grassland. It is also a major reform which played a positive role in encouraging motivation, development of animal husbandry industry, and protection, construction and rational utilization of grassland. Its core content is that by the means of legal, administrative and economic measures to adjust the relationship between the people’s interest in use of grassland, to combine organically the rights to contract and benefit from grassland and the responsibilities and obligations comes with the increasing grass, livestock and its protection and constructions, thus to realize a scientific utilization and effective management of the grassland. On the other hand, with nearly three decades of deepening reform and economic development in the pastoral area, ecological deterioration of grassland, and a decline in living standard for herdsman has occurred. This phenomena requires a re-examination of the Pasture Land Contracting System.This paper, through the methods of document research, social survey, and field work, analysing the process and implications brought by the Pasture Land Contracting System, raised the central idea that management of the grassland must be based on local facts and protection of ecological culture. While the Pasture Land Contracting System improved infrastructure, enhanced the development and marketing of the animal husbandry industry, it has also brought changes to the traditional life style and production of the pastoral land, namely, ecological deterioration, complication of relationship between herdsman, increasing poverty, and change in the traditional nomadic culture.
