Study Of Loss And Countermeasures Of Operating State-Owned Assets Of Ejenhoroo Banner

State-owned asset is the foundation of existence and development of a nation, and plays a vital role in national economy production and daily life. With both characteristics of administrative government management and economic enterprise management, operation and management of state-owned assets, therefore, brought confusion to people who operate those assets:on which should they be focused on, sociality or economic efficiency. Under the current tendency of economic globalization, with the continuous development of electronic commerce, science and technology revolution, represented by those profit-making state-owned enterprises, a number of state-owned assets play an important role in economic operation. How to maintain and increase the value of state-owned assets, reduce and avoid the loss of state-owned assets, and gain higher market efficiency and the social efficiency, has become an important national subject to face.As a new economy-booming resource-based county-level city, Ejenhoroo banner owns a larger proportion of operating state-owned assets than most of the other county-level cities, operating state-owned assets play an important role in its economic construction, and making great contribution to local economic and social development. NPC standing committee of Ejenhoroo has carried out in-depth investigation and research work of state-owned assets, and I was lucky enough to be responsible for the research of state-owned enterprise management status, in2013. Through the research, we learned about operating the management condition of state-owned assets, and found the Ejenhoroo’s assets loss phenomenon in the processes of operation. Preliminary analysis indicates that there are problems like extensive management mode, insufficient human resource quality, lacking of experience, and recognized that the operating loss of state-owned assets in Ejenhoroo has both the national generality and the regional characteristics of the local economic development. Since the18th CPC National Congress, under the correct guidance of a series of detailed rules for reform of CPC and nation, the reform of operating state-owned assets has been taken increasingly seriously by party committee and government of the banner, so the study of current loss of operating state-owned assets and its countermeasures in Ejenhoroo is of positive significance.Through understanding the concept and connotation of state-owned assets, learning from domestic and foreign related research theories, such as modern enterprise management system, and carefully analyzing and summarizing the problems of state-owned assets management found in the research process, the study on loss of state-owned assets in Ejenhoroo, the purpose of this paper is to find the solutions to solve the problems of operating loss of state-owned assets using the modern management theory, to contribute to the local economic development, to help promote the development of state-owned economy of Ejenhoroo, to keep the competitiveness of the state-owned economy, and at the same time, to enhance my own supervision and administration ability in the daily work.
