City and countryside is a whole part closely linked in spatial unit and various departments and it is inseparable. Due to that existence of the differences between urban and rural areas in real life, and that it is directly related to a country or region’s economic development and social stability, the relationship between urban and rural areas has been the focus that the domestic and foreign theorists and practical departments most concerned about and committed to resolve. Since1950s, the field of economics, domestic and international research for the coordinated development of urban and rural problem is more and more deep and rich, which has become an important research field of many subjects such as regional economics. From2002to2012, from the16th to the18th congress of CPC, the strategy of co-ordinating development in urban and rural areas was established, completed and implemented gradually. It has been the fundamental way of solving issues concerning agriculture, countryside and farmers, enforcing developmental activity in rural areas, narrowing the developmental gap between rural and urban areas, and achieving the goal of realizing co-ordinating development in urban and rural areas.From2004to2013, Document No.1released by the CPC Central Committee and the State Council focused on "agriculture, countryside and farmers" continuously for ten years, pointing out the direction for the promotion of co-ordinating development in urban and rural areas. Among them, theoretical areas and practical authorities will pay more attention to how the less-developed counties develop co-ordinatedly, which will be the key and difficult points for them at present and in a long term. As a less-developed county whose towns and villages are relatively backward,Tuquan County faces an important problem as to how to establish a development strategy with the pertinence, which is practical and feasible to promote co-ordinating development in urban and rural areas.Influenced by the regional economy, culture, population, resources, ecological and other factors, Counties face such problems as relatively poor foundation, lack of government support, weak economic foundation, lower small town construction level, and lower level of urbanization. As a less developed areas of Inner Mongolia autonomous region, Tuquan County faces similar difficulties during the process of building co-ordinating development in urban and rural areas as well as many special difficulties of itself. On the basis of theoretical research on the combination of Tuquan actually explored further proposed measures to promote urban and rural development. Under the guidance of the relevant theory, this article will analyze thecommon problems in less-developed counties in Inner Mongolia, taking Tuquan County as an example to study,andput forward specific policy recommendations of lessdeveloped counties of balancing urban and rural development and the basic ideas and the Tuquan countryurban and rural development, sum owed several problems should be focused on the developedcounty urban and rural development in conclusion, which can provide reference and Enlightenment for less-developed counties in Inner Mongolia urban and rural development. This article is divided into five parts. The introduction part mainly introduces the research background, significance, methods and ideas, as well as review of research on urban and rural development at home and abroad. Chapter one introduces the basic content of urban and rural areas as a whole as well as the related concepts on the basis of relevant studies and results from home and abroad. Chapter two focuses on the present situation and main characteristics in co-ordinating development in urban and rural areas from economical operation, industrial, social development as well as development in rural and urban areas, based on the summary of special relationship in less-developed counties in Innermoglia. Chapter three analyzes the common problems in Inner Mongolia’s development, and then focuses on the study of the major difficulties in Tuquan county urban and rural development planning.
