The Research On Equalization Of Basic Public Services In China

With the rapid growth of the economy, a number of social problems havecropped up in our country. What’s more, the disequilibrium between basic publicservices supply and demand, which among inter‐regional, rural and urban areas,and various groups, not only has been a hot issue discussed by ordinary people, but ahot issue in the academic circles in recent years.With the policies for ensuring and improving people’s livelihood, it is especiallynecessary for various groups who enjoy the equal basic public services. Basic publicservices are the most necessary and essential need for people, which are related topeople’s survival and further development. Promoting the equalizations of basicpublic services is an important measure referring to carrying out our party’s policies.The measure will help to narrow the gaps between rich and poor, and urban and rural;will promote social stability and harmony, will benefit the scientific development ofour economic society. As an agricultural province, Jilin province has its uniqueconditions in basic public services. According to its actual conditions, promoting theequalizations of basic public services is its aim.Take Jilin province for instance, this paper studies the equalizations of basicpublic services of our country. This paper describes the state of basic public servicesin Jilin province, evaluates and analyzes the basic public services by putting forwardan evaluation index system. In theory, the reasons for unequalizations of basic publicservices are finance systems, which include the imbalance of regional economy’sdevelopment; the urban-rural dual supply system which led by the urban-rural dualeconomic system; the unreasonable partition of the fiscal power and administrative authority of local government officials; the unreasonable government expenditureand so on. According to the related dates of Jilin province, this paper finds that theunequalizations of basic public services are remarkable influenced by regiondifference of economy, the fiscal transfer payment, the urban-rural dual economicsystem. This paper also puts forward some countermeasures and suggestions forovercoming these problems, such as to perfect the fiscal transfer payment, torationally divide the fiscal power and administrative authority of local governmentofficials, to transform the functions of government, to promote the building ofservice-oriented government, to perfect the supply mode of basic public services.
