Analysis Of The Impact Of Basic Public Services On Rural Poverty In Yunnan Province

Poverty has long been one of the social problems worldwide.At present,China's economic development is faster,but the incidence of poverty is still higher than it in developed countries.With the rapid development of the national economy and the reform and opening up,the government launched a large-scale poverty reduction programs that reduced poverty effectively.From 2000 to 2009,China's poor population decreased by 58.25 million people.After the adoption of the new poverty reduction standard in 2010,there are 55.75 million poor people in China in 2016,according to the data provided by the State Council's Poverty Alleviation and Development Office.As one of the provinces in China with underdeveloped and impoverished population,Yunnan Province is underdeveloped by poverty due to the limitations of the natural environment and many other factors,slow economic growth,a larger number of poor people in some areas,a high incidence of poverty.As a result of the urban-rural dual structure and the unbalanced regional development,the imbalance between the supply of basic public services in urban and rural areas has become one of the causes of poverty and return to poverty in the new stage.The serious shortage of basic public services makes it difficult for rural residents to enjoy basic public services,which restricts their ability to lift themselves out of poverty and develop their abilities.The basic public services,such as compulsory education,public health and basic medical care,and social security,can effectively improve the survival and development of the poor,enhance the ability of the poor to resist market,social and natural risks,and reduce the poverty.Based on the perspective of basic public services,this paper expounds the current situation and causes of rural poverty in Yunnan Province.Combining the relationship between basic public services and poverty,this paper uses theoretical and empirical analysis methods to give the relevant measures and suggestions to promote rural poverty alleviation in Yunnan.
