The Management And Planning For Circular Economy Of Some Economic Development Zone In Changchun

The essence of circluar economy is a kind of ecological economy. It is short forclosing material circle and it is characterized by material and energy echelonutilization. It exihibites high efficient utilization of resources in the aspect of resourceand low or zero emmision in the aspect of environment. It integrates cleanerproduction, comprehensive utilization of resources, ecological design and sustainableconsumption together and uses ecology laws to guide the economic activities ofhuman society. The fundamental goal of circular economy is protecting theenvironment and improving the allocation efficiency of the resource. In addition,circular economy can reduce environmental pollution. Cleaner production is one ofthe important means of developing circular economy, the essence of which is tofollow the principle of "prevention first". It controls all the process from productiondesign, energy and raw materials selection to technology and equipment maintenancemanagement. First, it can reduce pollution from the source and improve resourceutilization. Second, it can reduce or avoid emissions from production, services, andproducts use. Last, it can reduce or eliminate the harm to human health and theenvironment, then promote the recycling of resources.Some economic development zone is located in the southeast of Changchun, it isa national high-tech industrial development zone. According to its regional conditionsand development direction, it positions itself as "take the protection and optimizationto ecological environment as development purpose, take tourism as pillar foreconomic, take development of related industries as support for economic, take forest,water and ice activities as tourist attractions, becoming the new economic growthpoint of Changchun, multifunction and comprehensive tourism resort, landscape typenew district". Some economic development zone has superior resources advantages and cultural advantages, along with the development of the Twelfth Five-year Plan",it will become the hot spot of economic development of Changchun.According to the natural environment (such as geography, topography, weatherclimate, hydrological geology) and social environment of some economicdevelopment zone in Changchun, as well as the investigation of surface water,groundwater, air environment, sound environment quality of2013, we can know, thesurface water environment was polluted by different levels of point source andnon-point source and can not satisfy the standard, the main pollutants are COD, BOD5and ammonia nitrogen; the main pollutants in the groundwater environment ofammonia nitrogen, nitrite and nitrate, the groundwater has been polluted by human;the air and sound environment quality is good. If do not take effective measures, theenvironmental problems will become increasingly serious. Combining the industrialstructure, development goals, the development zone land use status, the futuredevelopment of the overall idea, we studied environmental protection and resourceutilization of development zone from the aspects of circular economy and sustainabledevelopment and finally put forward a plan of developing circular economy in thezone. We plan to apply cleaner production at the micro level, build eco-industrial parkat the micro level in order to promote low carbon economic development. On thebasis above, we come up with eight countermeasures so that circular economy,industrial development and environmental protection can develop harmoniously. Weplanned the implementation of the safeguard measures to ensure the achievement ofthe goal of circular economy and the double development of economy andenvironment.
