Until the21st century, Chinawas gradually adjusted the idea of building urban system, emphasizing the coordinateddevelopment of small cities and small towns.Changjitu pilot zone is the core of regional economic and social development inJilin Province. It has a unique advantage in the Hui Wu axis of Jilin Province "GrandCross" spindle of economic development. In recent years, Changjitu regionalurbanization and urban system construction have made some progress. In2010, theurbanization rate of resident population in Changjitu zone increased3.72percentagepoints higher than in2000. Compared with other developed regions, the urbanizationprocess is relatively slow, the degree of citizenship needs to be improved. The level ofCities and towns in Changjitu region is imbalance. It has only two big cities and twomedium-sized cities and lack of support in great cities. First city has a monopoly, butlimited role in promoting as a regional center city. In recent years, there is nofundamental functional structure conversion occurs. Changchun, Jilin and Yanji citiesare comprehensive urban functions with more advantages. The advantage departmentsof Hunchun and Tumen city focus on infrastructure construction and service sector. Theremaining counties (cities) are mostly dominated by agriculture sector, less industrialand services sectors advantages. Regional urban density decline, population density andeconomic density and other towns in the Northeast region of the system compared withthe rapid construction of a large gap. Overall, the departments advantages of regionaltowns is not obvious and less correlation between each other, especially in the regional center of the city does not close economic ties, urban system construction progressneeds to be further accelerated. In the future, the government should foster regionalintegration and more towns two functional groups, urban spatial structure of cities andtowns to form harmonious development as the goal.There are four major aspects to improve Changjitu regional construction.Metropolitan cities and regional centers to enhance capacity to promote and acceleratemutual support and cooperation between cities, urban centers and small towns to speedup infrastructure construction and public service capacity, strengthen their ability tosupport all types of industrial and urban employment absorption capacity. Therefore, weshould strengthen the infrastructure in cities and public service capacity building,strengthen the regional level city center city radiating effect, focus on capital towns todevelop construction of small cities and towns.The main guiding principle is to achieve urban and rural development. Startingfrom the existing foundation, Changjitu pilot zone should make full use of privileged topromote the urban system construction.
