Since1998, the reform of monetization for houses allocation has made property market develope fastly, add to the rapid development of industrialization and urbanization, the housing system reform of urban has made a great achievement, but we are facing a new problem now:there are more and more families who do not meet the low-rent housing application requirement, and do not afford the economy to be suitable the economically affordable housing;the group is more and more large that can’t live inside the indemnificatory housing, and unable to buy commercial houses. This special group is in the social sandwich layer,and their housing problems should not be ignored. Public rental housing is a kind of transition revolving housing,which is part of policy support rental housing.The groups such as new employment workers、fresh graduate and immigrant rural worker can apply for Public rental housing.Then it will form a multi-level housing security system which is constituted by low-rent housing、economically affordable housing and public rental housing.This article systemized correlation theories、relevant policy and pattern of shanghai and research status inside and outside that are based on the research object which is public rental housing and the study contents which are supply and demand. On theory,exploring the public housing theories、grey theory、logit theory、principle component analysis and supply-de-mand theory. The study of public rental housing policy of shanghai covers guarantee object、application condition、guarantee manners and houses source. The study in domestic focused on the necessity、demand、 supply and existed problems of public rental housing. And the study in foreign focused on the successful Pattern of current situation of research, public rental housing’s supply housing allowance and rent control.The necessity of the implementation of public rental housing in Shanghai is the starting point of the present situation analysis. This article analyses the reason of making the policies of public rental housing objectively, such as the sandwich layer’s appearance, the rental market’s development, the needs of talent Introduction and so on. Then this article discuss the problems that may occur, such as the public rental housing with increasing demand、the lack of supply、single way of security、too high rent and so on. Finally, this article studies the current main contradictions of public rental housing in Shanghai through the policies and the situation of supply and demand.The analysis of supply and demand state of shanghai are based on some field surveys in the housing safeguard and authority of Baoshan、a few pilot villages of public rental housing、companies and so on,there are interview and discuss、questionnaire survey consulting documents and so on. According to the data of urban residents’per capita living space of Shanghai during the year of2006to2010, through establishing the GM(1,1) model to predict the average level of residence in2011-2015which bases on the average dimension of Shanghai.Then with urban population and the per capita living space to predict the aggregate demand of economic housing up to the year of2015from two aspects: population factor and living conditions’ growth. Through establishing the logit model to analyse the demanding affected factors of public rental housing,then combine with detailed survey data to analyse the Important influence factors concretely. With the principal component analysis method to analyse satisfaction factors of supply, again combine with detailed survey data to analyse the Important influence factors concretely. to analyse the phenomenon of imbalance between supply and demand and its causes based on the concrete analysis of supply and demand of public rental housing, combine with the policy analysis and international comparison conclusions to put forward the corresponding countermeasures and the suggestions for co-ordination of supply and demand of public rental housing.
