Housing price started to rise along with the rapid development of market economy.Some people are not qualified to buy economically affordable housing while they can not afford expensive commercial housing.They were known as "sandwich class" of the city."Sandwich class" include newly graduated college students,migrant workers,junior civil servants as well as low-income people in the city.Government have tried its best to develop public rental housing in order to solve the living problems of this group.In 2016,Chongqing received the floating population of 1.571 million people,providing jobs for 720900 newly urban population,constructing public rental housing a total of 3.27 million m2.These years supplied the 600000 people or 230000 households with public rental housing.Tenants in public rental housing over the years,due to living with parents,marriage,giving birth to children,leaving of roomates or changing of jobs wanted to replace their public housing.The current replacing rent system in Chongqing,however,drastically slowed down the efficiency of replacing.The author firstly studied on the construction,distribution of public rental housing,replacing rent policy and community satisfaction from foreign countries to the Chinese main land.Further research could base on this move.Next,this paper mainly related to public housing development,present situation and the replacing rent policy the United States,Australia,Hong Kong and several domestic typical cities.Finding out that replacing rent policy was different among the countries and the cities after analysis,comparison.Replacing rent policy in developed countries was reasonable and there were more replacing rent methods.Besides,the government of developed countries were more thoughtful for their tenants and they distinguished right responsibility very clear.And most domestic cities in the study of replacing public housing lagged behind those developed countries.Some second-class cities of China even not put forward the ideal of replacing rent system.When it occurred to Chongqing,people found the replacing rent system problems of replacing rent system are that tenants can not directly changed with eligible tenants or can not replace their public rental housing among different areas.Then the writer collected research data based on the questionnaires which is in the view of the Chongqing public rental housing.Then i built Logit binomial regression model to find out that gender,age,family income,working fixed number of year will not affect the choice of replacing rent while the level of education,community identity,public housing belonging,marital status,family population,distance from public housing to working spot,the knowledge about exchange policy change would have a significant effect on replacing rent.Finally,this paper based on the basis of two-sided matching theory and using of the 0-1 an informational judgment index,interval number an informational index,evaluation index an informational language,theory of triangular fuzzy number,the intuitionistic fuzzy approximate reasoning method to estimate the satisfaction of public housing about application and satisfaction of application about public housing.So people can find out the optimal overall matching results then improve the efficiency of matching in replacing rent process.
