With economic development, China’s SMEs generally facing growth processes fromsmall to large, during the growing up, every firm will be faced with the problems from themanagement information communication, resource allocation and human resources. JF isa SMEs out stage of rapid development, at the start of company alone advancedenergy-saving technologies, get the success of the operations. There are a lot of problemsin the management like other companies, hindering the development of JF, after thecompany develops to a certain stage, although still out ahead at technology. It is the key todevelopment that how to solve the current problems.In this paper, it is necessary to implement matrix management in JF, by analyzing thedevelopment of the company in various management structure. According to JF actualmanagement, planning the implementation steps of matrix management, communicationand management staff through the pilot implementation of the initial establishment of theregional personnel management duties, and then the various functional departments toadjust operations center, the company completed the implementation of a matrix in JF thepreparatory management. In this paper, through examples and data illustrate the combinedcompany JF existing performance management system and sophisticated managementbased on the original, introduced by the operations center matrix management, improvedmanagement information communication, resource allocation and personnel recruitmentfor duty-existing the problem, obtain the desired results. In the concluding section of thispaper summarizes the practical effect of JF since the adoption of matrix management, butalso pointed out the need to improve and enhance areas, and plans to promote the adoptionof JF Technology Center.Results of this study and the conclusions of a certain stage of development of SMEs,there is some reference, along with the current urbanization of China’s heating servicebusiness management with guidance.
