With the rapid development and acceleration of urbanization of our country in recent years, the public construction in the city is speeding up. As the gradual establishment and improvement of our socialist market economic system, government investment project management system inherited from planned economic system has revealed lots of problems.On the basis of substantial document in this paper, through a specific case study of Banqiao Town project, we have research on the organization management, schedule management, quality management,cost management and risk management ,illustrate the principle,ways,means and measures should be adhered to during the period. It strives to set a successful model for management of BT (Build-Transfer) project, and also provide some reference for general project management, which bears specific application value.Combining construction management Practice of Banqiao Town project,the paper researches some key problems of the process of operation of the BT program and analyzes questions of all kinds in use. It leads concrete guidance and proposes practicable advice in the use of the BT program for the government and the proprietor part .The research of the paper not only is supplement to government investment project management, but also take the points of the reference to effective prevents and risk decentralization to public infrastructure projects. It provides experience for decision, construction and management relating to the application of BT model for the second term project of this grogram and some other non-operating basic facilities'programs, as well as provides scientific grounds for departments and different organizations of the government to make decision and put into effect.
