Innovative Research In Shanxi Industrial Transformation And Upgrading Of Technology-based Public Policy Perspective

Resource-based economy is the dependence on non-renewableresources in the development of an economic growth model, in whichthe pattern of the economy, often the primary processing industryaround the local advantageous resources and the extension of theextractive industries as the leading industry. Resource-basedeconomy in the past few decades, China’s economic growth has beenextremely important, but also for the economic and socialdevelopment of our country to provide the necessary raw materialsand energy supplies for China’s economic development has played ahuge role.But with the passage of time, due to the non-renewable resourcesand limited features, after years of development, a large number ofleading industry resource type or a pillar industry of the city began tomature into the industry, and even signs of a recession, there hasbeen series such as rising production costs, local resources and theenvironment unsustainable, comprehensive economiccompetitiveness and other issues falling instead of rising. Therefore,the success of resource-based urban economic restructuring or not,the relationship between a region and a country’s economicdevelopment and social stability. In recent years, with the proposed changes and economic transformation of China’s strategic economicdevelopment strategy, resource-based economic transformation andupgrading problems began on the agenda. In December2007theState Council issued the " State Council on promoting the sustainabledevelopment of resource-based cities," and issued a "nationalresource-based sustainable urban development plan (2013-2020)" in2013, in these policy documents proposes resource-based economyis an important strategic task industrial transformation of the currenteconomic and social development.Shanxi province as a resource, is typical of a resource-basedeconomy in the past few decades also provides important rawmaterials and energy supplies for the country’s economicdevelopment and modernization, has made tremendous contributions.But with the recent changes in the domestic and internationalsituation, the current resource-based economy can not meet theneeds of economic development, mainly depends on the developmentof coal and other resources, the industrial structure of the coalindustry, more and more single, long-term extensive developmentmodel, leading to a deteriorating ecological environment, seriouswaste of resources, production of frequent accidents, and manyother problems. To this end, the success of Shanxi Province in2010approved as a national resource-based economy comprehensivereform pilot area, marking the transformation of resource-basedeconomy in Shanxi comprehensive reform entered theimplementation stage.In this paper, a comprehensive analysis of the resource-basedeconomy of the industrial transformation drivers found that drivers of resource-based economy, including capital-driven, entrepreneur-driven, technology-driven and strategic emerging industries drivenand focuses on technological innovation to promote industrialresource-based economy transition mechanism and the main path,the path of three proposed effective industrial development,empirical research and policy recommendations provide a theoreticalbasis for the later.On the basis of theoretical analysis, this paper proposes theestablishment of a resource-based economy and industrialtransformation level evaluation index system and model, and use ofdata in Shanxi Province,2001-2012empirical analysis of theresource-based economy through industrial-year period2001-2012trends in transition to inspect the level, resulting in a strong practicalvalue conclusion; Finally, the paper proposed to promote industrialrestructuring and upgrading of Shanxi policy recommendations frombusiness, industry and government three levels.
