Research On Evaluation Of Industry Transformation Of Resource-based Region

For a long time, resource-based regions has made great contributions in the protection of national energy resources supply and promotion of the rapid development of economy in our country. However, the development mode of over-reliance on the resources industry caused a heavy, primary and simple character of industrial structure and the low level of utilization of resources, which resulted in problems of society, resources, environment and other issues. The economy development of resource-based regions is facing unbalanced, uncoordinated and unsustainable problems., Extensive mode of development through massive consumption of resources has been difficult to sustain. Under the new situation, how to figure out the problem of industrial transformation of resource-based regions has become the key of their sustainable development.Industrial transformation of resource-based regions is a long-term evolutionary process and also a complicated systematic project. Establishing a comprehensive evaluation system is important for its real-time monitoring and objective evaluation. In recent years, resource-based regions begin to explore the mode of transition, policy of transition and achieved initial results. At the same time, academic research on the evaluation of industrial transformation is gradually increasing. Taking Shanxi Province for an example, through making empirical analysis of the whole province and other 11 cities, the paper tries to construct an index system of industrial transformation in resource-based regions, based on industry economics, sustainable development theory, circular economy theory and so on.The main contents of this paper include the following four aspects:(1) Doing deep researches on related theory about transformation of resource-based industries at home and aboard and define the concept of resource-based regions and industrial transformation of resource-based regions; (2) From a broad perspective of industrial transformation, the paper constructs an index system of industrial transformation in resource-based regions from four areas, including 19 specific indicators, covering economy, society, resources and environment, based on domestic and international indexes evaluation system of industrial transformation; (3) The thesis analyzes problems faced during the development of industrial transformation in Shanxi. After a comprehensive comparison of various evaluation methods, entropy method has been chosen to evaluate industrial transformation. Selecting 2007-2012 and 2012 overall 11 cities industrial restructuring-related data, according to which determine entropy and calculate the composite score. And then the paper ranks situation of industrial transformation each year and different cities. Also making a deep analysis about reasons for constraining industrial transformation; (4) On the basis of analysis of the causes, proposing to build a diversified industrial system, implement institutional reform and strengthen support capability in order to accelerate the upgrading of Shanxi and effects of industrial transformation in other resource-based regions.
