Increasingly frequent major food safety incidents in our country have posed a grave threat to the health of civilians and social harmony in recent years. Food safety problem increasingly become the focus of public’s attention. In order to decrease the spate of food safety accidents, the relevant government departments have issued a series of relevant policies. However, all measures without expected results, government’s regulatory work are still much criticized. On the face of it, food safety problem was owing to the incompleteness of laws and regulations and poor government regulation. But actually there are many underlying causes hidden in it including the unbalance interests of relevant actors on the food industry chain, the lack of scientific architecture of government regulators, transverse and longitudinal interests pursuing between regulators under department of asymmetry and government monopoly regulation similar to the role of "The only controller " and poor power supervision. Government urgently needs to break out of the role of "The only controller " in the food safety supervision work. Government should let the market fully play its regulatory role through the incentive policy and lead social third-party forces to involve in food safety supervision. Also, government needs to clear administrative accountability system, strengthen the social supervision and coordinate benefit distribution and expression mechanism between multiple subject. In all, an multi-cooperation, efficient, scientific and rational social regulation mode of food safety has to be builded.
