Study On The Measurement Of Multidimensional Poverty In Huayuan County Under The Background Of Targeted Poverty Alleviation

Poverty is a challenge for all the world's countries and the world.Huayuan county as the starting place for targeted poverty alleviation is a severe poverty-stricken county in China for a long time.In recent years,with the enactment of targeted poverty alleviation policy,implementation of related projects,the whole country presents a new situation to overcome poverty.This paper evaluates the poverty situation of huayuan county in the context of targeted poverty alleviation.It focuses on two aspects.Macro aspects: it starts from the whole county of huayuan county,the paper analyzes the development and changes of huayuan county in the past six years.Using the entropy method,we select 11 indexes to build assessment system.We estimate the total level of poverty in huayuan county from the four dimensions of economy,society,environment and integration.Then,we analyze the evolution trend of multidimensional poverty and poverty every year.Micro aspects: as targets for the poor,we build the evaluation system with a fuzzy set based on the 2016 agricultural census and 14 indicators.We evaluate from the sample and the overall,get the poverty index for each poor household,classifie the poor according to the three levels of poverty theory and investigate that cause of poor household poverty at different levels of poverty;At last,we evaluate the system for the efficiency test and provide several suggestions for poverty alleviation.Research results:(1)According to the statistical analysis of the development of huayuan county in the past six years,both per capita income and per capita consumption have continued to increase 86.1% and 152.6% respectively.The number of new jobs created fluctuated.2014 and 2016 were two peaks,with growth of 37.6% and 45.9% respectively.The financial and financial sectors continued to increase,especially the savings balance of residents and the loan balance of financial institutions,with the largest increase in 2016,and the savings balance of residents increased by 95.3%.(2)It is clear that from evaluation of the overall multidimensional poverty of huayuan county that comprehensive dimension of poverty in 2011-2016 index fell 0.26,the reduction ratio was 39.4 percent,indices of poverty in that economic dimension,social dimension poverty index,and poverty reduction ratio of environmental dimension were 60%,30.7% and 20%,respectively,It shows that the overall poverty index of the county has dropped and the precision poverty alleviation of huayuan county was remarkable.(3)The evaluation results of individual multidimensional poverty of poor households are the following.In the sample,there is a mild poverty of 29,only 2.3%,moderate poverty is 1,023,accounting for 79.8% and 229 households with severe poverty,accounting for 17.9%.In total,the mild poverty is 316 households,the moderate poverty is 10101,and the severe poverty is 2,384,accounting for 2.5%,78.9% and 18.6% respectively.Whether from the sample or the total,it can be found that more than 95% of the poverty-stricken households in huayuan county are in moderate and severe poverty,and the overall poverty situation is very terrible.(4)From the analysis of the poverty factor,it can find that in the sample,the disease is 25.4%,the deficiency is 7% and it is a total of 24.9% of the disease and a deficiency of 6.97%,they are consistent with the results in(2).It means that both methods of evaluation can be very good at evaluating multidimensional poverty.(5)The evaluation system of fuzzy set method is tested by using the sample evaluation value and the overall evaluation value.The efficiency value is in [0.98,1.08],it indicates that evaluation efficiency is good,and the evaluation system can be applied to the precise poverty alleviation practice.From the research community,we can find that although the poverty index is decreasing year by year,the poverty level of the poverty-stricken families is still serious.This paper provides advice from two levels of the county level and poverty which can be the basis for the targeted poverty alleviation department.
