The fight against poverty has entered its final Poverty eradication is an important issue that must be addressed on the path of development.Under the current UN poverty alleviation standards,more than 700 million Chinese people have been lifted out of poverty and their lives have gradually moved from shortage to abundance.The resources endowment and development conditions of poor areas are different from each other,and the causes of poverty among poor people vary from place to place.Therefore,the focus of poverty alleviation and measures for poverty alleviation should be targeted,rather than generalized,followed and simply dealt with^[1].Many faces of poverty in the region,"three areas,three states"poverty alleviation work has always been"the most precipitous peak",it focus on the poverty where all the features:remote,conditions and so on,but where is such a force major factors of poverty,but has its own unique tourism resources,makes the"three areas,three states"on the way of poverty in its own right not to lose in other parts of the escape velocity.Practice has proved that developing tourism in"three regions and three states"to drive local economy is the best choice to achieve poverty alleviation.Scholars have carried out researches on this,although the achievements in various aspects are quite abundant,the researches on the evaluation of poverty alleviation effect of"three regions and three states"are still poor.Therefore,it is particularly urgent and necessary to scientifically measure and evaluate the poverty alleviation effect of tourism in"three regions and three states",and provide reference for relevant departments to measure models and evaluation methods.Based on"nationality,poverty,and tourism resources endowment richness"in the integration of Xinjiang Yecheng county as the research object,Yecheng county belong to the"three areas,three states"shall strands of Kashgar region,in a circular cumulative causation theory,comparative advantage theory,mainly based on the theory of poverty by using the combination of qualitative and quantitative analysis method,to Xinjiang Yecheng county from 2011 to 2018 for the tourism poverty alleviation effect to comprehensive analysis.In combing system,on the basis of related literature at home and abroad and the practice exploration,follow the principle of comprehensive and systematic,comparable and practical principles,the principle of effectiveness and dynamic,scientific and practical principles,in combination with the practical situation of Yecheng county,based on AHP?analytic hierarchy process?and the entropy weight method,from the economic development,social progress and ecological environmental protection,cultural and technical skills of five dimensions,construct the evaluation index system of tourism poverty alleviation measure.In order to overcome the disadvantages of the subjective and objective weight determination method,the combination weight value of each index is obtained by establishing the function,which increases the scientific nature of the index.The comprehensive measure of tourism poverty alleviation is realized by using index evaluation method,and the results are evaluated and analyzed from the aspects of weight value and measurement score.By measuring and evaluating the poverty alleviation effect of tourism in Yecheng County,Xinjiang,the achievements are scientifically measured.Finally,based on the weight value and measurement score,as well as the field in-depth interview effect optimization Angle,put forward targeted tourism poverty alleviation optimization Suggestions.In summary,this paper mainly obtains the following research results and understanding:1.On the basis of previous studies,combined with the actual situation of Yecheng county,a more comprehensive,specific and more suitable for the measurement index system of tourism poverty alleviation effect of"three districts and three prefectures"was constructed.2.The combination of AHP?analytic hierarchy process?and entropy weight method increases the scientific of the selection of measurement index weight;3.Established the tourism poverty alleviation measurement and evaluation model of Yecheng county,and used the model to measure and evaluate the effect of tourism poverty alleviation in Yecheng county;4.Conclusions are drawn from the analysis as follows:?1?the comprehensive measure score is the highest,the five dimensions measure score trend is rising steadily,and the combination gives power to economic development>social progress>technical skills>spiritual civilization>ecological environment protection;?2?economic development and social progress measure score is high,after the combination of the weight of the average social progress,overcome the subjective or objective weight to determine the disadvantage;?3?the score of ecological environmental protection and spiritual culture is similar,and the trend curve is almost identical.Spiritual culture and ecological environmental protection are equally important,which is an important index that must exist in measuring the effect of tourism poverty alleviation.?4?the importance of technical skills in subjective weighting is underestimated,after the objective weighting shows that this index cannot be ignored and is very important,technical skills measure value fluctuated in 2017,and steadily rose in 2018.
