Technology, knowledge and ability is the key factors which determine whethera country or region can win in the fierce competition of the world economy, andthese factors are mainly depended on the quality and quantity of human capitalowned by the country or region, as well as the scientific research innovation ability.Therefore, the research on human capital playing a role in the process of provincialeconomic growth, improving the level of provincial scientific research and quicklytransforming into realistic productivity is very important. Provincial economy inChina has a strong space relevance, and the current research pay only a littleattention on this among the study of economic growth. So, using spatial econometricmethod this paper explore the influence of human capital and research&development on China’s provincial economic growth on the basis of predecessors’research of endogenous growth theory again.This paper is based on Romer and Lucas’s endogenous growth model andinvestigates an endogenous technological model economy of three departments:including the end product production department, the department of intermediates andR&D department. It studies the inner mechanism of human capital, research&development, the province technology spillover effecting the economic growth. Thispaper introduces "the knowledge absorptive capacity function" to analyze technologyspillover between provincials’R&D department.The empirical part of this paper considers panel data of30provinces in China assamples, and collects a total of5indicators of year2000to2010using spatialempirical econometric methods. Firstly, this paper calculates the space Moran index totest whether there is necessity of space measurement. And the results show that themain variables have spatial correlation. Then do empirical test on three kinds ofmeasurement equation respectively through the establishment of OLS econometricmodel, spatial lag model and spatial error model, finally the paper chooses the spatialerror model, and the conclusion is:(1) China’s provincial economy has two characteristics "high concentration" and "low high concentration" in spatialgeographic basic performance;(2) the provincial economic growth in Chinashows a clear spatial dependence on geographical spatial adjacency objectively,and the spatial dependence is mainly realized through space transfer with theimpact of error;(3) when considering the spatial spillover, the capital stock has asignificant negative correlation relationship with economic growth, may it duesto the spatial correlation intensifying the excess of capital investment;(4) humancapital, research&development and the provincial infrastructure have a positivespace correlation relationship on provincial economic growth, and the economicspillover effect is obvious;(5) The spatial spillover effect of research&development on the provincial region is obvious, but when under the control ofthe human capital, the positive correlation of research&development andprovincial economic growth is not significant.
