Since the reform and opening up, China’s economic growth caught world’sattention, in which industrial clusters play an important role. Innovation and development of enterprises in the cluster become one of the hot point in the current period of economic restructuring. Some scholars suggest that backward country-specific industrial clusters can innovate, which is closely related to the local enterprise technological learning and absorptive capacity. to become a true innovation cluster, it requires entrepreneurial human capital as support. Well, inour country, whether there is a link between human capital and entrepreneurialinnovation performance cluster? How the both factors affect the relationship? Which is the starting point of this article and research. Entrepreneur Human Capital as a corporate core, which is a crucial role for the survival and development of enterprises. There are already a certain discussion in Previous studies of humancapital for entrepreneurial characteristics, pricing, and the role of its corporate performance, but in the framework of the cluster, Entrepreneur Human Capital forbusiness innovation performance study, the impact is still not sufficient.This paper aims to explore the impact of human capital on entrepreneurialinnovation performance cluster.Specifically,the paper gradually explore entrepreneurial human capital characteristics and connotations, and its impact on innovation performance how other factors within the cluster and the combined effect innovation performance, which are the focus of this study. Based on the literature review and field research based on the proposed research model and hypothesis, and then through a questionnaire survey,we carried out further empiricalanalysis, factor analysis and multiple linear regression method of combining reached the following conclusions:Entrepreneurship is positively related to innovation performance of clusters. Specifically in the entrepreneurial market opportunities insight, organizational management, social skills and the ability to controlthe overall level of risk and positively related to innovation performance of cl usters, but the effect is not obvious. Entrepreneurship and innovation performance clusters are correlated, that entrepreneurial spirit and the spirit of adventureand innovation positively related to innovation performance clusters. Entrepreneurial environment is positively related to innovation performance clusters, namely the traditional culture, social networks, the performance-related attitudes and innovation clusters. Firm size and innovation performance clusters are not correlated, that their size does not affect the level of innovation performance of firms in cluster, and cluster environments with clustered random factors positivelycorrelated with innovation performance.Finally, this paper presents empirical results and policy recommendations thatrepresented as the following aspects to improve human capital for entrepreneurs: first,Entrepreneurial human capital must increase the confidence and courage to play theirown forces to bring innovation and enterprise development; secondly, to improveentrepreneurship from all aspects; Then, I hope the Government can give sufficientattention on entrepreneurial training system; Finally, increasing the cluster publicservice institution-building, improve public services and level of service quality, withparticular emphasis on enhancing the financial services of cluster.
