Because of the national macro-control of the real estate market, the real estate market of our country is facing a severe crisis of survival and development, the real estate industry is no longer an extravagant profits industry as people estimate, the industry profits are constantly return to the normal level of society. In this context, the competition of real estate development enterprise has become fierce. Real estate sales atrophy, rising of development costs, lacks of funds and increasing the difficulty of financing beset real estate development enterprises. In the process of rapid development over the past10years, most of the real estate enterprises is not fine in management, neglecting the cost management makes the enterprise more or less problems in various stages of project development. Under the new policy, real estate development enterprises win mainly depends on the effective control of cost.This paper studies the A real estate development enterprises is a typical representative of the small and medium-sized real estate enterprises, the level of funding, the development scale, management mode can’t compete with the maturity of the large real estate development enterprises. To obtain more profits, it must make the efforts of cost, for small and medium-sized real estate enterprises. Effective cost control is the effective guarantee of enterprise profit, the lever of cost control and efficiency management is proportional to the creative ability.Firstly This paper is discussed on methods of cost management, it studied the cost management of the project development. Starting from the present situation of A company project cost control of the project overall, from the organizational structure, the cost management consciousness, cost management system, information management and other aspects of the specific analysis of the situation, the paper puts forward the overall strategy of cost control. A company’s organization structure is relatively simple, the cost control responsibility scattered in various existing departments, as the new project started, people from each department dispatched, this personnel management mode can not form a cohesive force. As the uneven level of knowledge structure of personnel, everyone in the cost management unconsciousness, even pays attention to the cost, mostly is concerned with such "explicit cost" of material, artificial, while ignoring the safety, quality, time and other "hidden costs". In the management of cost control system, A company has a lot to improve and refine. Existing information platform, companies can not meet the demand, establish a transparent, accessible information sharing platform can supplies better services for the cost control.Secondly, according to the project development phase, the paper analyzed the cost control problems. Cost control of real estate development project is the control of the whole process, we cannot be isolated to one aspect of cost control, and should connected the various links in the development together, in the view of the whole process. This paper are analyzing the problem in the decision-making stage, design stage, the bidding stage, construction stage, the sales phase, and put forward the solution of the strategy, which focused on the project decision-making stage and construction stage. In the decision-making phase, this paper use the case to made the target cost, which based on the target of cost calculation of financial indexes of the project, in order to analyze the feasibility of the project. In the construction phase of the project using the earned value method of project costs, schedule analysis, analysis of project overruns, running behind schedule. This approach can in the construction process of the project, timely feedback schedule and cost aspects of information of the project, contribute to the real estate development enterprises timely adjustment and control measures.Process of real estate development project has strong links, each link is connected together, we are needed supplying management in an all-round way in terms of cost control with the overall consideration. In this paper, combined with enterprise management, financial management, real estate development and other professional knowledge, analyzed the cost of A company, the paper illustrate how to control the cost of real estate projects through the list of specific case, has also given the certain reference value to the similar enterprises which engaged in real estate development. At the same time, this paper also has some shortcomings, with the analysis of the cost management aspects are deepening, the real estate project cost control measures are also constantly improved, the construction cost control will not only confined to the process and system of the real estate project, but also extended to the various stages of detailed cost structure, so that we can achieve the effective control of cost.
