Research On Urbanization Of Hefei Based On Urban And Rural Planning

Urbanization plays an important role in economic and social development, which is the engine of economic development in the urban area, so it also helps promote the development of surrounding area. Moreover, during the urbanization process, urban and rural areas coming to the urban-rural integration mainly depends on the continuous flow of labor, capital, technology and information factors of production, which achieved optimal allocation of resources. However, the gap is widening and the dual structure is outstanding during the process of urbanization in our country, which has led to the deepening conflict between urban and rural, what’s more, it would restrict sustainable development of China. So, what has become a major issue of government’s economic development is how to speed up urbanization and promote coordinated development of urban and rural.Hefei, capital of Anhui Province, at the same time, it’s one of the important area of Little City who impacts the whole social-economic development. In the recent years, with the acceleration of urbanization, Hefei is playing the leader of Anhui’s development in the process of urbanization, because it’s urbanization rate and speed have been far ahead of other cities. Although Hefei is in a stage of rapid development of urbanization, it’s own problems during the process also can not be ignored, such as the gap between urban and rural is growing larger and larger, the development between them gradually loss balance. In this context, I tried to have a research of Hefei’s urbanization and share some suggestions witch are helpful for urbanization of Hefei in this paper, and maybe there are some new roads to reach the shore.This article analyzes the urbanization’s connotation, characteristics and the differences with the traditional urbanization on the base of in-depth researches urban and rural areas and urbanization theory. Then, under the premise of co-ordinating urban and rural areas, in this article, I conducted research on the urbanization of Hefei. First, it analyzed the urbanization status of Hefei which reflected that there is large gap between urban and rural, no matter the development of economy, the social nor the environment, there are dual structure between the two areas. After the evaluation of the level of Hefei’s urbanization by means of a single index method and composite index method, it came to a conclusion that although the development of urbanization in Hefei becomes better and better, there are also gap in different filed. Then, in this article, it built a new framework for urbanization of Hefei including the development of urbanization position and goals, urban architecture, the productive forces, the equalization of basic public services and ecological environment integration with urbanization quality assessment as a base. Finally, it proposed the dynamic mechanism of urbanization of Hefei, that is,the institutional innovation is the external force, the industrialization of agriculture is the initial force, the new industrialization is the core force, urban and rural planning is the foundation force and the flow-up force is development of tertiary industry. And it also commented some policy recommendations for the building of new framework, the first is improving the urban architecture, urban and rural development planning, the second is adjusting the industrial structure based on industries and resources, the third is strengthening infrastructure to promote coordinate development of urban and rural social economy, the last is that we should promote the ecological environment construction based on the local conditions.
