| Urban and rural planning is mainly combined with city planning and land use planning, through the use of regulation of urban and rural land to join urban and rural mutual development, or through farmland, water body and forest as green into the city, to establish regional infrastructure, making the urban and rural as a whole. As matter of fact, it is to realize the ultimate goal of balancing urban and rural development and the preparation of a regional development and construction planning. Urban and rural planning is an important means to promote the development of urbanization as well as the manifestation of a country or regional urbanization development. GuiZhou, a relatively backward province in China’s western regions, is the most severe situation province of China’s overall synchronization into a well-off society, which plays an significant role in the national implementation of Chinese dream, facing greater development opportunities. As one of the ten major strong economic counties in GuiZhou Province, KaiYang acts as an important role to promote GuiZhou fully synchronized into well-off society. It is the GuiZhou provincial urban and rural comprehensive matched reform pilot. At present, KaiYang is in a critical period of rapid, leaping and transformation development. Therefore, the research on urban and rural planning of KaiYang County against the urbanization background, is particularly important. The conversion to KaiYang industrial structure and rational distribution of productive forces, to promote the implementation of KaiYang Revitalization Strategy, promoting the western development smoothly, effectively solving the problem of ecological resettlement in GuiZhou and the improvement of people’s living level, has the extremely important the significance of the comprehensive on structure of well-off society. In this paper, standing in a new perspective of urbanization development, study the problems of KaiYang County urban and rural planning. After sorting the urbanization and urban as well as rural planning theories and relation, analyzes the present situation of overall urban and rural planning of KaiYang County and the existing problems and puts forward the measures and suggestions to solve these problems.
