Reasonableand effective rural land-flow speed up the process of agriculturalmodernization，achieve large-scale agricultural operation，improve agricultural efficiencyand optimize the allocation of land resources. The occurrence of farmland-flow behavior，is not only related to the regional economic development, and also as the main body of thisbehavior occurs the farmers’ cultural level, labor skills have a direct relationship. Farmersas the main body of the circulation of farmland, the factors that affect farmers choose thecirculation of farmland is of great significance.Based on the rural land circulation policy asthe research background, to study the behavior choice of peasant household land mobility asa starting point, this paper research in Beijing Tongzhou district behavior of peasanthousehold land mobility, and analyze the influencing factors of agricultural land circulationbehavior choice.Firstly,this article elaborates the implementation and theoretical research of the ruralland circulation policy effect, analyze the practical significance on the implementation offarmland circulation. Paper reviewed the development status of farmland circulation athome and abroad,and from two aspects of macroscopic and microscopic detail the currentsituation of the development of farmland changing respectively.Secondly,choosing nine villages ofthree towns in Tongzhou District of Beijingas thesurvey area and farmers in the process of farmland conversion as the specific researchobject, through a combination of qualitative and quantitative analysis，According to TPBplanned behavior theory, from the behavioral attitude, subjective norm and perceivedbehavior control three aspects analysis index selection of variables,By building a logisticregression model,variable desirable and the fit of the model test,explore the analysis of mainfactors that influence the impact of the will of farmers land circulation through researchanalysis:farmer individual characteristic variables, flow characteristics and circulationintend to three aspects of factors such as age, the transfer price and circulation organizationway would be for farmers, directly or indirectly impact on the wishes of the circulation of farmland.
