Research On Reform Of Management Of State-owned Resource Assets

With China’s socialist market economy continues to improve and develop, peopleasked the state-owned assets management system is gradually improving, EighteenthCongress of the Communist Party also made it clear that "we must improve all kindsof state-owned assets management system"，Chinese state-owned assets managementsystem has entered a crucial stage. Although the state-owned assets managementsystem has been supported by government policy, the reform is still difficult, thereform process is also facing many system obstacles. According to the nature of stateassets, state-owned assets can be divided into three categories：operating state-ownedassets, the administrative institutions of state assets and resources of the state-ownedassets. The current government-owned assets management system reform was focusedon the operational and administrative institutions of the state-owned assets, the reformof resources of state-owned assets management system is seriously lagging behind thepace of development of the market economy, hindering the healthy development ofthe state economy. The above three categories together constitute a complete systemof state-owned assets of state-owned assets, in order to truly improve the state-ownedassets management system, we have to combine them, from a macro perspective tostudy the reform of state-owned assets management system. In this paper, I willdeeply study the reform of resources of state-owned assets management system tofurther enrich the theoretical system of state-owned assets management system.Under the condition of marketing economy, the resources of state-owned assetsare playing an increasingly important role in promoting the development of stateeconomy. If we want to reform and improve the management system of resource ofstate assets, we must identify the current problems exist to take appropriate measures.Through the research, I summed up the resources of state-owned asset management process exists following four aspects: Management system is not perfect; low level ofmarket-oriented, stated-owned resources comprehensive utilization rate is low;serious waste and the building of the legal system is not perfect. At the same time, inorder to improve resource management of state assets, we must follow theseguidelines: follow the objective law; make property rights clear; unified planning andconditions combined with economic efficiency; keeping social and ecological balance;develop the equity market. In this paper I will analyze problems in the process ofmanagement reform of resources of state assets, learn foreign management experience,in order to improve resource management of state assets to accelerate the pace ofstate-owned economy strategic adjustment and promoting sound economicdevelopment.This paper is divided into five parts: the first part is the introduction, this partintroduces the background and significance, literature review and innovative paperand deficiencies, etc.; the second part introduces the theory and history of state-ownedassets management of resources; the third part to expose the problem of resourcestatus and management of state assets; the fourth part introduces foreign resourcesasset management model and its reference to China’s; the fifth part explores paths andcountermeasures to improve our resource management of state assets.
