The Choice Of Research In The New Agricultural Insurance Standard

With the development of industrialization process and steady development of market economy, urban and rural development level is gradually not balanced now. Meanwhile more and more labor of young people from rural areas choose to leave from the place where their forefathers lived, and pick up to live or work in the big cities, in which have more employment opportunities and better life. This kind of phenomenon is caused by the rural population aging situation and became more and more serious. The social pension problem is increasingly outstanding. And the traditional family endowment and land endowment pension mode function gradually weakened, the old system of rural society endowment insurance is facing such as small coverage, low security level, difficult to effective protection. In2007, in order to accelerate the socialist construction and put the focus on improving people’s lives, the party’s17th national congress of the "explore the build system of rural endowment insurance" as an important content which can be joined in. In2008,"the central committee of the communist party of China on promoting rural reform and development of certain major issue decision" is the file for the first time put forward the concept of the "new type of rural social endowment insurance", which is of great significance role in the economic areas. In order to get better ensure of basic life of rural residents aged in China, in September of2009, the state council issued "the implementation of the new type of rural social endowment insurance pilot guidance". This requirements in accordance with "basic, wide coverage, flexible and sustainable", the basic principle of social mutual assistance program with personal accounts, and combined with other supporting measures to implement the new rural social endowment insurance system. Since2009, the country’s first choice10%of the county (city, district, flag) pilot, and then gradually expand the pilot areas, the ultimate goal is to achieve universal coverage of rural school-age resident.This article first introduced the background of this topic, the research purpose and the role of this article. Then the paper will claim the details of research methods and the ideas of research as well in the paper main content. Followed by the research for this article there is a new type of rural social endowment insurance system coverage criteria selection involves the related concept definition, and the study of rural social endowment insurance of the farmers ginseng protects at home and abroad literature were reviewed, which selected a research perspective of this article. Besides, there will be elaborated in this paper, an overview of the field research area and the source of data in this paper analyzes the status and the ginseng protect farmers. The fourth is to combine Mengcheng, Huoshan of Anhui province. From GuangDe field survey data, including four counties and county. Finally draws the conclusion of this paper is based on the above analysis, the new type of rural social endowment insurance system will give us some suggestions.
