Research On The Land Rents Dissipated During The Commercialization Of Agricultural Land

As the process of industrialization and urbanization constantly goes deeper anddeeper in China, there’s a large number of land needs to configure into commercialland allocation. This is not only comes from the empirical facts of the developedcountries, but also is an essential stage when the economy has developed to a certaindegree. The commercialization of agricultural land is a complicated and profoundeconomic phenomena, and the research of the land rents dissipated is a difficulty inthe Land Resource Allocation. This research is based on the land-expropriationsystem, the land transfer theory, the rent-seeking theory and the theory of rentdissipation, with model analysis method, case study and other relevant researchmethods, to propose a complete theoretical system of the land rents dissipated duringthe commercialization of agricultural land, to dissect the core issue with the empiricalresearch.The conclusions indicate that the land rents dissipate most in the complete plannedeconomic system, the dissipation in the transition market economic system is less, andthe complete market economic system can provide the least land rents dissipation andoptimal efficiency. The article analyzes some empirical researches and comes up withthe conclusion that Shanghai has got the highest level of land rents dissipation, after it,there are Tianjin, Jiangsu, Beijing and Zhejiang Province. The city which has thelowest level is Inner Mongolia.Based on the research results, the article makes the following proposals.Government is serving as the main supplier of system in China. It should introducethe project of market-driven system. Keep deepening economic restructuring, andpromotes political restructuring at the same time, to fundamentally changes theinstitutional environment which the present land property right depends on. And cleardefinition of the property right, regularizes government behavior in land expropriation, establishes the economic compensation for cultivated land, to decreases the land rentsdissipated during the commercialization of agricultural land.
