Public rental housing is an important part of the housing security system. But therestill exists some problems, such as the shortage of construction funds, unreasonable rentsetting. It is effective to solve the problem of capital shortage for the public rentalhousing building though the BOT mode. Therefore, this article studies the rent pricingmechanism of the public housing under the principle of interest balanced, finallyimproves the feasibility of the BOT model applied in the field of the public rentalhousing.First of all, the article introduces the concept and nature of the public rentalhousing, the BOT mode and the hedonic model; expounds the necessity to enlarge thescale of the public rental housing in our country; summarizes the methods and problemsof the rent setting at home and abroad; obtains a better method to determine the rent ofthe public rental housing. The second, based on the principles of affordable, benefitbalanced and sustainable development, this article puts forward the "double rent"pricing model, which has two different calculation methods respectively applying to theproject company and the tenants. The core of this pricing model is to balance theinterests of all parties to boost their confidence to the BOT mode applied in the field ofthe public rental housing. Then the article respectively proposes the calculationprinciples and formulas of the nominal rent and the actual rent. The companyestablishes the relationship between the return on investment and the nominal rent bythe method of net present value based on its project management ability and theinvesting cost-benefit dates, so as to calculate the nominal rent under the expectedreturn on investment. On the other hand, the government according to the housingaffordability of low-income groups confirms their benchmark rents. On this basis,couples the benchmark rent with the price adjustment value, obtains the actual rent.In view of above, the writer makes empirical analysis on the nominal and actualrent. First use the cost-benefit dates of a public housing project in Shenzhen to calculatethe nominal rent. Second analyze the income and consumption data of Shenzhen’slow-income households to get the benchmark rent, and build the hedonic model ofShenzhen’s rental housing to adjust the benchmark rent. Last, calculate the value ofgovernment rent subsidies.The author combs the researches about the BOT mode and public rental housingrent determination method; Puts forward the "double rent" pricing model at the BOT mode, and verifies the feasibility of the model through empirical analysis with relateddata. The paper respectively gives the calculation method of the nominal rent, the actualrent and the rent subsidies, which private a good reference for the other researchers whoare committed to the research of the public rental housing.
