The Research On The Policy Of The New Industrialization In Changsha

In2002, the sixteenth national congress of the Communist Party of China made asignificant deployment in promoting the new industrialization, all over the areasexplored and practiced deeply for the new industrialization. The new industrializationis different from the traditional industrialization, requires that information technologypromotes the industrialization and the industrialization advances informationtechnology, can achieve high technological content, good economic returns, lowresources consumption, little environmental pollution and full human resourceadvantages. As for the government, policy development meet or not meet therequirements of the new industrialization will affect largely the effect of the newindustrialization. Changsha which is as the capital city and the core growth pole ofHunan development although achieved remarkable results in total expansion, parkdevelopment, strong corporate in the process of the new industrialization, but alsorevealed deep-seated and periodic problems in the irrational structure, insufficientinnovation and weak stamina, and these are closely related to policy development andimplementation. How to optimize and improve the policy support and promote morescientifically and efficiently the new industrialization is an important and urgentproject of Changsha. Therefore, the study of the policy of the new industrialization inChangsha has a strong practical significance.The thesis took the policy of the new industrialization in Changsha as the objectof the study, used development stage theory, development strategy theory, developmentpolicy theory of the industrialization as the support, made a qualitative and quantitativeanalysis on the implementation of the policy of the new industrialization in Changsha,evaluated the effect of policy implementation from both the effectiveness andproblems, and analyzed the cause of the problems. The problem is mainly inadequatepolicy guidance in the intensive degree, industrial structure, innovation, resource andenergy conservation and sustainable development, and the reason is that the idea ofpolicy development is hysteretic, the policy system lacks the support of industriallayout planning, the focus of policy implementation has a deviation, and the policyfails to make timely and effective adjustment. Based on the above analysis, the thesislearned from the experiences of policy guidance of developing the industrialization intechnological innovation, platform construction, environmental optimization andecological protection of United States, Japan, Korea and Singapore, and mainly putforward appropriate recommendations for improving the policy system from enhancing the intensification, developing to high-end chain, increasing innovation,constructing the mode of resource-saving and environment-friendly production andpromoting sustainable development for providing some policy references in enhancingthe level of the new industrialization in Changsha.
