Study On "Localization"Development Of The County In Undertaking Industrial Transfer

The central and western regions speed up undertaking the industrial transfer from the eastern developed areas, which is a major trend of China’s future economic development. This is not only the urgent requirement of China’s industrial structure adjustment and industrial upgrading, but also is an important way to realize the harmonious development of regional economy in China. International and domestic research for the county undertaking industrial transfer is weak; and the research, combining county undertaking industrial transfer with the "local" theory of new regional geography, is still in a state of blank. For guiding county to better undertake industrial transfer, to maximize the positive effect to undertake industrial transfer and to avoid the negative effects brought by undertaking industrial transfer, it is a significant issue to study county undertaking industrial transfer and the localization development path.Based on previous studies and starting from the industrial transfer and local theory, this paper conducted a systematically quantitative and qualitative analysis on the local forces undertaking industrial transfer and the developmental conduction effect of Yidu, which undertook industrial transfer in a earlier time, by employing the empiricism of regional geography and humanism methods; and it put forward the developmental countermeasures for the localization of the county’s undertaking of industrial transfer. There are seven parts in the present paper. The first part is introduction, mainly introducing research significance, research contents, research object and research methods. Review of the literature, the second part, mainly discusses the industrial transfer, related basic concepts and basic theory, and take a briefly review for the research status at home and abroad. The third part is the background and current situation of Yidu undertaking the industrial transfer. This part analyzes the macroscopic background from the process and present characteristics of international and domestic industrial transfer, and introduces the basic situation of Yidu undertaking industrial transfer. The fourth part studies the action of Yidu local forces in undertaking industrial transfer using "local characters" force theoretical framework of new regional geography, which is analyzed from the following three aspects:the carrier of the industry transfer--locality, the dominant force of undertaking industrial transfer--behavior subject, the channel of undertaking industrial transfer happened-system. The fifth part studies the conduction effects of undertaking industrial transfer to the development of Yidu, including positive and negative effects, mainly from three aspects:the economic effects containing industry conduction and path dependence, the social effects containing urban and rural overall conduction and employment transmission, the environmental effects containing producing ecological environment problems and boosting environmental protection. The sixth part puts forward the "localization" development path which can breakthrough industrial transfer dependence. According to the possible problems during Yidu undertaking industrial transfer, this study puts forward the development path from aspects of regional linkage, industrial upgrading, urban and rural planning, spatial optimization, policy mechanism. The seventh part contains conclusion and prospect of this paper. Through the analysis and study of the above six parts, we get the main conclusions of the article and point out the prospect in future research, and propose the shortcomings of this research.
