As the increasingly fierce competition today, the state-owned enterprises face all kinds of challenges such as the enterprise’s trend of development, the technological situation of development and the inhibition of cost. Under this situation, the enterprises pay more and more attention to management, especially the design and management of compensation model for enterprises.Compensation system is an effective way to acquire competitive advantage, it not only affects the enterprise financial cost and return, but also affects the flow of the core staff. Reasonable salary system can not only avoid compensation becoming management failure, but also is able to pay the ultimate functions of human resource management, that is attract talent, hold talent and encourage talent. So make full use of the domestic and foreign advanced human resource management concept and practical operation and combining with experience of Chinese enterprises, which has important significance on deeply researching compensation system of Chinese enterprises.This article researched in-depth on the management status of YA chemical plant, used the scientific analysis tools to conduct a comprehensive diagnosis, summarized the problems existing in the salary management of the YA chemical plant and researches on the cause of the problem, in the last, I redesigned and re-optimized the YA chemical plant’s compensation system. In the process of design, the paper chose the enterprise strategy as the research starting point, and used the enterprise strategy as the leading direction of the compensation system Secondly introducing the post-value evaluation tool, and using the post evaluation as an important mean of research systems and methods, At last introducing post salary and performance salary module as the basis of compensation system design which aiming at effective motivation.The compensation system which designed in the article has an important reference value to guide enterprise compensation management. The research results not only for YA chemical plant, it also has strong reference significance for most of the enterprises which have the chaotic compensation management.
