Urban and rural development keeping in balance, rural and urban being neck and neck and flying wing to wing is an important symbol of comprehensive well-off society. Especially the raise up of beautiful Chinese has shown a new development direction of how to promote urban-rural integration and discover a new solution to the "three rural" issue to accelerate the construction of the new urbanization and urban and rural development.Based on the description of theoretical concepts, learning from the new village movement in Korea, the Rural Building Movement in Japan, and German Village Renewal Model, by analyzing experience and methods of the Anji mode, Yongjia mode, Gaochun mode and Jiangning mode, theoretical and practical foundation for further accelerating the construction of beautiful countryside of Rui’an City were provided.Through large amounts of data and status data, combining with the economic and social development of Rui’an City, the paper focuses on in-depth analysis of the impact of various factors including natural conditions and socio-economic conditions compacting on the construction of the beautiful countryside, to extract the initial mode of beautiful countryside construction of Rui’an City. On this basis, combined with the instances of the beautiful countryside construction in Rui’an, by analyzing problems existing in the beautiful countryside construction and impact factors, relationships needing to be dealt with, it is pointed out that the construction of the beautiful countryside in Rui’an needs to strengthen planning, classification of implementation and funds investment.In the last part, the basic principles and work proposals of the beautiful countryside construction are proposed combining with the actual situation in Rui’an City. On the basic principles, it is suggested to adhere to balance urban and rural areas and optimize the layout, adhere to ecological priority and green development, adhere to classification guidance and overall promotion, and adhere to the people-oriented and team work. On the work suggests, it is suggested to root out the meaning and broaden new ideas of the construction of beautiful countryside, adhere to adjust measures to local conditions and reshape the beautiful countryside construction planning, focus on combining innovation of work mechanism and construction management, to integrate resources and increase financial input and policy support, adhere to further publicity to raise awareness of the people involved in the construction of the beautiful countryside.
