With the developing of urbanization, the number of private cars increases sharply year by year, the resulting traffic congestion and environmental pollution are increasingly serious, and already gradually affected the quality of daily life of the public. How to relieve congestion and effectively reduce environmental pollution caused by vehicle emissions is a serious problem which drew the attention of many scholars. In addition, voices from the public are increasing higher. On this hot issue, this article researches on congestion pricing by considering environmental pollution and classification of different models through double planning methods.Firstly, the thesis summarized a number of domestic and foreign research literatures, analyzed the research status at home and abroad, described the background and significance of the study of this thesis. Then, aimed to problems to be studied of the thesis stand out a technical route and summarized crowding theories. For example, the reasons of congestion, congestion pricing principles, theories and models. Secondly, motor vehicle exhaust emissions are described in detail and analysis, exhaust gas calculation methods and models are summarized. Moreover, suitable calculation methods and models are selected by China’s specific conditions. Afterwards, various factors to divide cars into three types are analyzed synthetically. That is pure cars, hybrid cars, electric cars. Then, on the basis of the above analysis, vehicle conversion factor has been obtained and established a fixed demand multi-models of congestion pricing model. Taking into account the existence of actual network traffic that contains the public transport network. So under elastic demand multi-models of congestion pricing model were established in the combination of network equilibrium conditions. And design a genetic simulated annealing algorithm to solve double planning problem. Regard a simplified traffic network as an example to calculate and analyze. Hereafter, compared with the uniform congestion pricing models, get in the flow distribution, social welfare, public transportion share rate, especially in terms of reducing the exhaust gas emissions effects of congestion charging multi-models are better. Finally, on the implementation of this form of congestion pricing, from understanding public acceptance, charging methods and techniques are described in detail, and to achieve goals of promoting green transport the development of electric cars are proposed.
