With the development of social economy, urban population and vehicle possessing has been increasing rapidly, making the imbalance between supply and demand increasingly prominent. Traffic congestion has become a burning problem for most cities in the world. Theories and practice suggest that congestion pricing can be an effective way to ease urban traffic congestion and increase social welfare. And congestion pricing revenue redistribution is the key to the successful implementation of the congestion pricing policy. Based on theories of economics, traffic assignment, theory and method of mathematical optimization, this thesis probed into the revenue redistribution for transferred traffic volume under the road congestion pricing. An appropriate redistribution policy for congestion pricing will be of great significance for wining more support for transferred traffic volume and guaranteeing a successful implementation of congestion pricing policy.Firstly, based on related theories of economics, purpose and rationale of congestion pricing, the concept of congestion pricing transferred traffic volume and congestion pricing revenue redistribution is defined; and analyze the relationship between the congestion pricing and the congestion pricing revenue, this thesis suggests "Give priority to equity with due consideration to efficiency" as the principle for urban road congestion pricing revenue redistribution. Also the mode of congestion pricing revenue redistribution is discussed according to the requirement of the principle of urban road congestion pricing revenue redistribution. This lays a theoretical foundation for making appropriate urban road congestion pricing revenue redistribution plan.Secondly, analyze the impact of congestion pricing on the welfare of different types of travelers in transferred traffic volume. Based on the consumer surplus theory of welfare economics, the author built a model to measure the impact of congestion pricing on the welfare of travelers in transferred traffic volume; and analyze the need for congestion pricing revenue redistributing according to the degree of welfare damage suffered by travelers as compensation in order to achieve Pareto Improvement and to win greater support for congestion pricing from the public. Thirdly, based on the theoretical study of stochastic user traffic assignment, the author built a bi-level planning model for the urban road congestion pricing revenue redistribution. Based on the bi-level planning model for the congestion pricing revenue redistribution, a method is put forward for the analysis of impact on the welfare of travelers in transferred traffic volume, providing theoretical support for traffic planners to develop reasonable congestion pricing revenue redistribution strategy.Lastly, a simple road network is used to examine the effectiveness and practicability of theories, model and algorithm in present thesis.
