Urban And Rural Public Service Western China Equalization Studied

For a long time, China has implemented unbalanced urban-biased development strategy, forming divided urban-rural dual economic system, resulting in uncoordinated development between economy and society of urban and rural, urban and rural public service supply is imbalance, which not only affect heighten the living standards of urban and rural residents, and but also restricts the development of rural economy and society in largely, affecting the process of integration of urban and rural development.Level of economic development in China’s western region is low,the levels of urban and rural public service supply is lower, the gap of is urban-rural in service supply is more obvious, researching equalization of public of China’s western region can help deepen the meaning of urban and rural public service equalization, clear the development status of urban-rural public services and provide a reference for promoting urban and rural public service equalization in future.This paper first reviewed literature of equalization of public services, analyzed situation and problems of public service supply in west, based on the results of previous studies, defined connotation and scope of the urban-rural public service equalization,and constructed urban-rural public service equalization comprehensive evaluation index system from urban-rural basic education, urban-rural health and rural, urban-rural social security,urban-rural public culture,and urban-rural ecological environment, then estimated equalization of urban-rural public services index in the western region from2006to2011using principal component analysis.The results showed that the urban-rural equalization of public services index in western region increased steadily, each dimension of the index also increased. In order to further analyze the differences between the interior provinces, using cross-sectional data of2011, estimated urban-rural public service index and aspects index of each province equalization of s. And using cluster analysis, divided western region for three type,they are urban-rural public services rapidly advancing areas, urban-rural public services slowly advancing areas and urban-rural public services advancing lagging areas, and describes specifically the basic features of three types of areas. Finally,analyzed differences of each provinces from various dimensions.
