New agricultural insurance system in shanxi province, the government actively the implementation of the rural pension problems, strive to realize the ginseng in recent years, wide coverage of pension insurance mechanism, in the next30years, shanxi rural ageing has been developing high, the current young rural residents ginseng have important significance, thus promote ginseng protect consciousness, to guide farmers reasonable pay cost, is the key problem, but as prices rise, the current new rural endowment insurance individual capture to expend scale is not high, lead to the new rural endowment insurance to a certain extent, can’t realize the basic requirements of the future pension, along with the development of economy in our country, rural residents’income increase, capture expends ability rise, may suggest better capture to expend scale.In this paper, the object of study is a new type of rural social endowment insurance payment level and ability, to Yan Liang in shaanxi province as an example.
