But the industrial clusters gradually decline example emerge in an endless stream, so in the development of industrial clusters and the fierce competition, it is necessary to study the risk existing in the cluster development, at the same time, resource-based industry cluster because of its special nature, are more prone to decay.Using analytic hierarchy process, construct the model of fuzzy comprehensive evaluation method, the quantitative analysis and evaluation of detailed risks of resource-based industrial cluster in Inner Mongolia area, draw the following conclusions: fuzzy comprehensive evaluation of Inner Mongolia resource-based industrial cluster risk the risk is big; one class index cluster resource risk level is larger, the enterprise’s own situation of risk rating of large, structure system of internal risk rating for the larger clusters, risk level of government service management for large; two level indicators government service management, resource reserves, the exploitation of resources for the destruction of the ecological environment, the cluster resource allocation and supporting service system, the level of resource utilization, cluster internal competition structure weights in the top six these six indicators, the total weight of up to0.888. The results suggest that the resource-based industry cluster in Inner Mongolia area there is a greater potential risk, and help enterprises and management within the cluster have a clearer idea of cluster risk status, and pay more attention to. Put forward strengthening government service, create the environment of cluster development good; improve the efficiency of resource use, resource saving; pay attention to the protection of the ecological environment, increase the intensity of pollution control; improve the cluster support service system; optimize the competition structure of the enterprises within the cluster, to improve the competitiveness of the policy recommendations.
