Research On The Risk Of Chinese Textile Industry Clusters Based On The Fuzzy Comprehensive Evaluation Method

Since the reform and opening-up policy made in1970s, China has become one of the largest textile and garment production, consumption and export country in the world. Textile industry played an important role in China’s economic and social development, which the unique textile industry cluster economics made outstanding contributions.Textile industry cluster is an important organization form of our country social production development, has become the main body of our country textile industry. Promoting China’s textile industrial cluster upgrade, not only has important strategic significance of our country textile industry changing from a large industry to a strong industry, but also has important practical significance to the region economy sustainable development.China’s textile industry cluster areas have different foundation conditions, development modes and industrial levels. It has been ten years since the first batch of pilot textile industrial clusters work to promote the industries upgrade in2002. In ten years, the number of textile industry cluster raises from the original38to186, the spillover effect has become a strong promoter to transform economic development mode.Indeed, industry clusters has improved regional innovation capability and competitive advantage, and also has exposed many unstable factors. We should see that China’s textile industry cluster development still lack of balance, coordination, sustainable, scientific and technological innovation capability is not strong, the industrial structure is not reasonable, restrict the mechanism of scientific development. How to prompt recognize the risk during textile industry cluster development, to measure the risk scientific and reasonable, and put forward practical measures, is the problem which textile industry cluster need to solve. Therefore, much still remains to be done in China’s becoming a powerful textile nation grand target.On the basis of the domestic and foreign scholars research on the risk of industry cluster theory, this paper combined with actual situation of China’s textile industry cluster development. The textile industry cluster risks are divided into endogenous risk, exogenous risk and structural risk. It analyses the causes of various risks to construct a suitable China’s textile industrial cluster risk assessment system, which with six first-class risk indexes and twenty-four second-class risk indexes to evaluate the cluster risks. Then it uses the fuzzy comprehensive evaluation method to measure risks. So we can antidote against the disease, put the main resources into the highest degree risk objects to realize the optimal allocation of resources. In this paper, taking Keqiao China Textile City as an example, the comprehensive evaluation of the clusters overall risk is low, but the market risk assessment result is comparatively higher. From the cluster’s members and the government two angles, the author raised policy suggestions to against market risks. It will provide support for China Textile City to realize the goal of building an international textile manufacturing center, an international textile trade center and an international textile center. The research methods, risk assessment system also applies to textile industry clusters in other areas of China.
