H enterprise is a small and medium-sized state-owned enterprise,whose main business is the manufacture,processing and sales of water conservancy equipment.In recent years,with the constant change of the external environment,H enterprise is faced with great competitive pressure,and it is urgent to change the management mode and business mode.In the process of transformation and development of an enterprise,whether the strategic objective is accurate or not and whether the operating efficiency is high or low are the key factors that determine the success of the enterprise.Therefore,the establishment of a scientific and effective performance evaluation system is a necessary factor to promote H enterprise to achieve high-quality development.However,the existing performance evaluation system of H enterprise is still based on the traditional means of financial indicators,without performance evaluation in combination with the overall strategic perspective of the enterprise,which is likely to bring short-term behavior to the enterprise in the process of operation and lacks sustainable development momentum.In the long run,the enterprise is facing more and more complicated external environment,competition in the form of expanded from a single product or service to enterprise's management idea,talent training,science and technology research and development and other business,relying on traditional financial indicators of performance management system can not completely meet the requirements of modern management,will be largely led to a decline in enterprise core competitiveness.Therefore,if H enterprise wants to transform,upgrade and grow continuously in the future,it needs to improve the existing performance evaluation system.As a mainstream performance evaluation tool,balanced scorecard will undoubtedly provide a new direction for the improvement of H enterprise performance evaluation.Aiming at the problem of H enterprise performance evaluation,using literature research,questionnaire investigation,case analysis method,based on balance score card H enterprise performance evaluation research,according to the situation of H enterprise actual situation,combined with relevant theory,analyze,explore and build H enterprise performanceevaluation system based on balanced score card,for the enterprise's strategic transformation and the survival and development to provide a reference.At the same time also hope for similar enterprises to provide useful reference.In this paper,the research background,significance,content and framework,research methods and innovations are briefly introduced.Then the paper summarizes the theoretical research on performance evaluation and balanced scorecard.Then the concept and theoretical basis of performance evaluation and balanced scorecard are expounded.Next,the general situation,organizational structure and current performance evaluation of H company are expounded,the existing problems are put forward,and the necessity and feasibility of introducing balanced scorecard are analyzed.In addition,according to the actual situation of H company and relevant theories of balanced scorecard,a performance evaluation system was established,and indicators and weights were determined.Finally,the possible problems and safeguard measures in the implementation of the system are put forward.
